#1 Twill tape length (inside curve of collar) - 18 1/2” (but can be cut anywhere from 17” - 18 1/2"
Collars were always worn with day dresses and were lightly basted in place to the inside of the dress. This made it easy to remove the collar to either launder it or to use it with a different dress.
The "correct" way to attach it is to sew it to the inside of the dress and fold it over to the outside.
If you sew it on I would mark the center back of both the dress and collar. Line them up and either pin it in place and sew around it or skip the pinning and start at the center back and work forward then start at the back again and do the other side.
